Devender Singh Was In Contact With Pakistan & Helped Hizbul Terrorists In Hiding & Procuring Weapons: NIA

Today, National Investigation Agency (NIA) has filed the chargesheet in the court against 6 accused, including former DySP Devender Singh and two Hizbul terrorists of Jammu and Kashmir.

6 accused have been identified as:

  1. Devender Singh (DySP, J&K Police)
  2. Syed Naveed Mushtaq alias Naveed Babu (Hizbul Mujahideen terrorist)
  3. Irfan Shafi Mir, (Advocate)
  4. Rafi Ahmad Rather (HM terrorist)
  5. Tanveer Ahmad Wani (ex-LoC trader)
  6. Syed Irfan Ahmad (brother of Naveed Babu)

The Jammu and Kashmir Police arrested Devendra Singh along with two Hizbul terrorists Naveed Mushtaq alias Naveed Babu, Rafi Ahmed Rathar when Devendra Singh was taking them out of the state’s border in the i20 car owned and driven by Irfan Shafi Mir (Advocate).

Syed Naveed Babu was the District Commander of Hizbul Mujahideen for Districts Shopian and Ganderbal.

The NIA took over the investigation of the case on 17.01.2020 and raided 15 locations in Jammu and Kashmir. After these raids, the NIA arrested three more accused who have been identified as Tanveer Ahmad Wani (ex-LoC trader), Syed Irfan Ahmad (brother of Naveed Babu) and Tariq Ahmad Mir.

Naveed Babu was earlier a constable in the Jammu and Kashmir Police and absconded with a government rifle in 2017 and joined the Hizbul terrorist organization. The three arrested accused used to arrange money for Hizbul, sheltering the terrorists and arranging weapons for the attack.

The NIA investigation has revealed that accused were part of a deep-rooted conspiracy hatched by the Pakistan-based terrorist organization Hizb-ul-Mujahideen and Pakistani State Agencies to wage war against India.

The investigation has revealed that Pakistan based leadership of Hizb-ul-Mujahideen (HM) namely Sayeed Salahudeen, Amir Khan, Deputy Chief of Hizb-ul-Mujahideen, Khursheed Alam Operational Head of Hizbul Mujahideen, Nazar Mehmood Financial Head of Hizbul Mujahideen and others along with Pakistani establishment is extending support to the cadre and commanders of Hizb-ul-Mujahideen based in Jammu & Kashmir.

The investigation also revealed that accused Irfan Shafi Mir (Advocate) visited Pakistan many times and met Hizb-ul-Mujahideen leadership in Pakistan. He also met Umar Cheema, Ahshan Chaudhary, Sohail Abbas
and others of ISI members of Pakistan.

The ISI had asked Irfan Saifi to create a new hawala route through which money could be sent for sustaining terrorist activities in in Kashmir.

The NIA Investigation also revealed that Irfan Shafi Mir was in constant touch with officials of Pakistan High Commission in New Delhi. Irfan Mir was provided with funds to organize seminars in J&K to mobilize the masses against Government of India.

Irfan Shafi Mir also used to receive instructions and money from Pakistan High Commission in New Delhi and also facilitated the visa applications for number of Kashmiris for their visit
to Pakistan.

Accused DySP Devender Singh was also in touch with certain officials of Pakistan High Commission in New Delhi through secure social media platforms. Investigation revealed that he was being groomed by Pakistani officials for obtaining sensitive information.

Investigation has revealed that ex-police Constable Naveed Babu had deserted Police force along with certain weapons and was responsible for various attacks on labourers and truck drivers after the abrogation of Article 370 from J&K.

Naveed Babu had made efforts to recruit gullible Muslims youths to join cadre of Hizb-ulMujahideen. He was also receiving funds from LoC traders and accused Tanveer Ahmad Wani who was an Ex-President of LoC traders Association, was providing him funds with the help of other traders based in PoK.

Investigation has also revealed that the accused were obtaining weapons and ammunitions from across the border with the help of accused Devender Singh. These weapons were later used for terrorist activities.

According to NIA, Dy.SP of J&K Police, Devender Singh had arranged safe shelter to save Hizbul Commander Naveed Babu and his associate in Jammu in Feb, 2019 when security agencies tightened the surveillance. Devender Singh used his own vehicle for the movement of Hizbul terrorists and also assured them help in procuring weapons.

“Pakistani establishment has been devising all possible ways and means to fund, arm and sustain the terrorist activities of the banned terrorist organization Hizbul Mujahideen,” NIA said in its Chargesheet.
